Kabul (BNA) President of the Islamic Republic of Afghanistan, Mohammad Ashraf Ghani has said BPHS, Basic Package of Health Services and EPHS, the Essential Package of Health Services against the procurement procedure, his office said in a statement the other day.
In a meeting of representatives from the Public Health Ministry, the National Procurements Office (NPO) and the World Bank (WB) held at the presidential Palace late on Friday, the president said health services were not satisfactory by 27 national and international organizations launched their works in 21 provinces of the country. According to the statement, the president said corruption, incompetency, late payment of salaries to the staff and lack of facilities of for women were threatening live of mothers. Extending the contracts with the organizations for six months, the president was quoted by the statement as saying, “Contracts in the past three years with non-governmental organizations were against the procurement system.” The statement added that the president would assess health services of 27 national and international organizations with the provincial governors through video conferences and directed the ministry to review the implementation process of the projects closely and share reports about with his office. According to him, contracts with non-governmental organizations would be signed based on their performance in future, Ghani added. World Bank representative Shubham Chaudhuri said the performance of non-government organizations should be accurately assessed after their projects were implemented, with the public health minister assuring that work had been done to eradicate corruption within the ministry and any related officer would be brought to justice if found corrupt.
