Council Of Ministers Adopts Draft Charter Of Agriculture Development Fund

Kabul (BNA) Marshal Mohammad Qaseem Fahim acting president of Afghanistan chaired yesterday the plenary session of the Council of Ministers at the Gulkhana Palace.
At the session Sadeq Mudaber head of the administration affairs and secretariat of the Council of Ministers talked on the realization of the decree No. 45 of the president that in the past week the ministers of education, acting minister of frontier and tribal affairs, economy, martyrs and the disabled, labor and social affairs, refugees and repatriates visited Badghis, Herat, Nuristan, Khost, Logar, Maidan-Wardak, Kapisa and Panjshir province.
He presented the responsibilities of the decree achieved on different durations and informed the CM on the tasks achieved in the past three months by the respective ministers and government departments.
He noted that the ministry of rehabilitation and rural development by achieving of 86% of the tasks is at the head of the tasks under this decree.
The deputy minister of transport and civil aviation presented a draft program of the ministry pertaining to expansion and reconstruction of airports of the country and stressed that in the short-term plan the reconstruction of Kabul Airport and rehabilitation of regional airport in Neemruz, Ghazni, Daikundi, Bamyan, Khost, Farah an reconstruction of airports of Darwaz district of Badakhshan, Kunduz, reconstruction of Gardez, Sheghnan, Wakhan and in the middle duration in addition to reconstruction of Kabul airport, building of the airports in three provinces have been taken into account and in the long-term plan construction of in addition to building of new airports, expansion, development and technical equipping of the international airports of the country are included and for all the three plans there is need for USD 545 million of which USD 30 million is at the disposal of the ministry and with the provision of the remaining sum reconstruction work on the projected plans will start.
The CM assigned the ministry of Finance and Transport that in accord with the plan tray to procure the needed sum for the time-bound construction of the airports and include the airport of the Keran and Munjan in the plan as well.
Minister of Energy and Water informed the CM on the reservoir dams and said that the first phase of the work on the Kamal Khan reservoir is complete and its second phase is in the process of procurement, construction of Almar reservoir dam has progressed only 5% the security problem in the reservoir dam of Machalgho is overcome and construction work on the dam has progressed 1.5%, work on the reservoir dam of Pashdan has 8% and the reservoir dam of Shah and Arus has Progressed 25% and that the construction work on the construction work on the construction of power generating unit, montage and extension of its power lines of Salma dam has progress 60% respectively.
The Council of Ministers assigned the ministry of energy and water, interior, finance and economy to resolve the problem of power extension line with the people of Jalalabad and the interior ministry should remove its security strains and report back on the issue to the presidential office.
The CM also discussed the draft of charter of the agriculture development fund presented by minister of agriculture and irrigation that is aimed at facilitating agriculture expansion through increased agriculture production, provision of financial services, technical assistance and loans to the farmers.
The CM adopted the draft charter and assigned the ministry of agriculture and irrigation to implement it accordingly.
At the end of the session the issue of expropriation of around 1600 square meter of land and the shop of Ghulam Dastagir located in Shinwari district of Parwan and expropriation of shop of Mohammad Qurban located in Seygird district of Ghurband of Parwan demolished due to expansion of Matak bridge was taken up with the CM by the minister of public works.
The CM assigned the minister of public works so that in understanding with the Parwan province that governorate and the local organs department assess the issues on the basis of the law on expropriation and after processing its legal documents present to the coming session of the Council of Minister.
