NPC Approves 21 Contracts worth 1.8 Billion Afghanis

Kabul (BNA) The 187th meeting of the National Procurement Commission (NPC) presided by Dr. Abdullah Abdullah, the Chief Executive of Afghanistan; was held on Monday evening; May 13th, 2019 at the Presidential Palace. At this meeting; 22 procurement contracts were reviewed which resulted in approval of 21 contracts worth 24.8 Million USD (1.8 Billion Afghanis) by NPC. – The contract for the construction of asphalt road with 6.5 KM long; including 10-Meter concrete bridge; with four lanes in Aliabad and Sakhi Camp, Nahr-e-Shahi District of Balkh Province; related to the Ministry of Rural Rehabilitation and Development (MRRD); – The contract for the construction of the road of industrial park with two KM long; located in Pole Charkhi; related to Kabul Municipality; – The Contract for construction of water supply network of Qala-e-Naw city of Badghis Province; related to MRRD; – The contract for the construction of prison of Kandahar Province; related to Ministry of the Interior (MoI); – The contract for procurement of 56 types of cardiac equipment of Kabul Medical University; including 5 Lots; related to the Ministry of Higher Education (MoHE); – The contract for procurement of 80,000 Liter of petrol and 120,000 Liter of diesel; related to the Central Statistics Organization; – The contract for procurement of 24 license for Pashtany Bank; related to Ministry of Finance; The remaining work of project for the improvement and consolidation of the Darulaman Palace was approved by NPC; and to assess the technical, artistic and antiquity of the palace a mixed committee of the Ministry of Information and Culture, UNESCO, Agha Khan Foundation, Ministry of Urban Development and Land and the NPA have been assigned by the NPC. Meanwhile; the contract for the provision of technical advisory and visibility study of Nangarhar Airport; related to the Afghanistan Civil Aviation Authority (ACAA) of the Ministry of Transport was approved in principals and the ACAA was assigned to examine its budget with the Ministry of Finance. In addition; the request for renewal of threshold of award authority of the Independent Election Commission (IEC) was also approved by the NPC. The NPC also approved a memo on the provision of two types of vaccine (Influenza) for Hajjis and the Ministry of Public Health was mandated to provide the necessary resources and facilities for the proper implementation of the vaccine, and to check the quality and validity of the vaccine as soon as possible. In addition; they were assigned to meet with UNICEF to look for a groundbreaking solution to this issue and submit the report to the NPC. The Afghanistan National Oil and Gas Regulatory Authority has requested guidance on how to obtain oil resources (petrol and diesel) and liquid gas in neighboring countries and in the region. Beside that the Ministry of Finance requested guidance on how to implement the procurement project of cargo scanner; which after discussions was approved by the NPC. In addition; the Ministry of Rural Rehabilitation and Development requested the contract termination for construction and reconstruction of a 17 KM highway from Pul-e-Qandahari to Surkhab village of Mohammad Agha district of Logar province and proposed to re-award the contract with the local company; which was approved by the NPC. The request from the ACAA to receive the government revenues for the use of areas and refueling facilities by the National Fuel Company; in the airports was approved and the mentioned authority was guided. The Ministry of Transport requested a guideline on delay on provision of bid security on contract implementation by bidder company in the second phase of the second layer of road from Maidan Shahr to Bamyan; with 70 KM long with a thickness of 4 CM; which after discussions all necessary guidelines were issued to the mentioned ministry. Meanwhile; after discussion and review; the request for amendment in the following projects were approved by NPC; as follows: – Request for approval (Time and cost extension) for procurement and supply of equipment for the power distribution network of the Helmand city; related to the De Afghanistan Brekhna Sherkat (DABS). – Request for approval of contract modification (cost extension) for supplying transformers, switches, cables and lines; as well as switchboards and miscellaneous electricity equipment of the Kabul Electricity Directorate; includes 5 lot. – Request for modification (Time extension) of the contract for the repair of the Northern Bridge Salang Highway from Chawkak village to Pul-e-Fareshtagan with 9.9 KM long in Baghlan province; related to the Ministry of Transport Based on the agenda; the follow up report on implementation of the previous NPC instructive decisions was discussed which were approved by NPC members; as the following projects: – Request for approval of (Time extension) of the contract for the construction of gymnasium in Nangarhar province was reviewed by the NPC and the Ministries of Finance, Justice, Economy and NPA were assigned to review this project and report back to NPC. – The ministry of Energy and Water request for obtaining guidance from the NPC for negotiating contract with the selected company on procuring the installation of plastic pipe production machinery and metal pipe production machinery was approved by the NPC. – The NPC previous decision; that NPA to review contracts of the Ministry of Transport was reviewed by the NPC, and after that the Integrity Watch Afghanistan (IWA) was also assigned to be involved in the classification of the construction companies; which are already have the contract with the Ministry of Transport. In addition to that, the list of large infrastructure projects that have not been operational and have been stalled has also been presented to the NPC by the NPA, which after comprehensive discussions, NPC decided to create a review committee, and the CEO will have chaired this committee. Ministries of Finance, Justice, Economy and the NPA will be member of this committee and they will present their report to the cabinet meeting. In this meeting; beside the NPC members; the officials of National Procurement Authority, the national and international observers including the Parliamentary Anti-Corruption Caucus (PACC), the Special Inspector General for Afghanistan Reconstruction (SIGAR), the Finance, Budget and National Economy Commissions of the Lower House (Wolasi Jirga), and the Integrity Watch Afghanistan (IWA) had also participated.
