Council Of Ministers Adopts Draft Of Privatization Of New Kabul Bank

Kabul (BNA) Marshal Mohammad Qasim Fahim acting president of the Islamic Republic of Afghanistan chaired yesterday the plenary session of the council of Minister at the presidential palace.
At the start Sadeq Mudaber chairman of the administration affairs and secretariat of the Council of Ministers (CM) informed the session about the realization of the decree No. 45 dated 5/5/1391 of the president of Afghanistan and said that the second phase of decree will be completed in two months time on Mizan 5th.  He noted that progress has been made in this respect.
He added that on the basis of this decree nine cabinet ministers visited Kapisa.  Bamyan, Uruzgan, Balkh, Samangan, Jawzjan, Saripul and the districts of Kabul province.
The CM instructed the ministry of energy and water and Breshna Company to define its work direction in one week and report to the economic committee of the CM.
Also the decisions of 11, 12. 13. And 14 of 1391 of the CM economic committee was taken up at the session.
Minister of mines proposed assignment of three hundred personnel for each zone of Amu River Petroleum and Gas Zone to ensure security in those zones. 
The CM assigned the ministry of interior to address the security problems of those zones.
Minister of public works informed the CM in respect to construction of railway line of Afghanistan.
At the session dated 8/3/1991 of the CM, the economic committee was assigned to prepare the relevant documents for creation of an independents administration of Afghanistan’s railway line within the framework of the public works ministry. 
The documents include draft structure, budget, and financial source, creation of capacities and legality of the administration and refer them to the CM for assessment.
The economic committee of the CM confirmed the creation of the above administration and this was also adopted by the CM accordingly.
The draft policy of industries was presented by the deputy minister of trade and acting minister of commerce and industries and it was mentioned that the aims of this policy based on increase and growth of industries in Afghanistan and the service sector for bringing about welfare and tranquility in the life of the people.
The policy also focuses on domestic production and ways to strengthen it compared with the similar imported products.
The CM adopted the policy and instructed the ministry of commerce and industries to implement it accordingly.
The minister of mines presented the policies of that ministry in the following spheres:
1.  National mines policy,
2. Policy on coal,
3. Mines digging and other small occupations.
4. The policy for reservation of environment in mines digging.
5. Social policy in mines spheres.
6. Policy on health and safety of mining labor.
7. Policy of mineral radio-active of mining.
8. Policy for decorative construction stones.
9. Policy on access to information and geology.
10. Construction materials policy.
11. Mine excavation and metallurgy.
12. Policy of safety for explosives.
13. Policy on natural liquid gas.
14. National policy on precious stones and semi-precious ones.
15. Industrial mineral policy.
The CM adopted the above stated policy in principles and advanced the ministry and other organs for its implementation.
The minister of finance presented the draft of the proposal for privatization of the New Kabul Bank.  He said that the privatization issue of the New Kabul Bank was taken up at the meeting dated 6/6/1391 of the CM and its draft was adopted.  It was stated that it should be taken with the economic committee of the CM and the CM adopted the decision of the economic committee pertaining to privatization of the New Kabul Bank.
Creation of the national construction laboratories was presented to the CM by public works minister.  The CM adopted the decision of the CM economic committee dated 4/7/1391 and it was said that the charter of the national laboratories should aim at improving the quality of constructions, creation of technical infrastructure, development of capacities in lab examinations of construction materials in accordance with the accepted national and international capacities and norms.
The CM adopted the proposal in principle and assigned the public works ministry to pursue its legal process.  The minister of agriculture proposed to the CM payment or exchange of 824 jirib of land located in Khishti Hochtiev of De Sabz district that is being utilized by the rapid reaction unit of the national security department. 
The first deputy head of the national security department called the land as barren and said that no agricultural products were harvested from the land for years and he proposed that this issue be referred to the legal organ which was adopted by the CM.  
At the end, the proposal for purchase of a home covering 13.28 biswa was presented by minister of state for parliamentary affairs and it was stressed that his home will be used by the ministry and on the basis of order no 693 dated 6/2/1391 of the assigned commission the cost of the home has been verified at USD832, 000. 
The CM adopted the purchase of the home at the specified sum and the finance ministry was assigned to pay its cost.
