Tuesday September 30, 2014
Kabul (BNA) The NATO General Secretary says that he is expecting the BSA to be signed between Afghanistan, US and NATO with new president of Afghanistan as soon as possible.
Andres Fough Rasmussen, NATO General Secretary whose term of office is ended says that in their joint message they sent to NATO summit meeting held in Wales both Dr. Ashraf Ghani Ahmadzai and Dr. Abdullah Abdullah have committed to sign the BSA. Bilateral security agreement between Afghanistan and the USA and also a legal framework for NATO permits the international forces to continue their presence in Afghanistan post September, 2014. Rasmussen also added that the NATO non-military mission is include of training, consultation and cooperation with security forces of Afghanistan. It would begin in a time that in January 1st of 2015 that a legal framework be provided for presence of NATO in Afghanistan.
The NATO General Secretary asserted that in UK Wales summit meeting, the NATO once more laid emphasize on what it pledged in Chicago forum held in 2013. In Chicago it committed post 2014, the international community, annually would help Afghan security forces over $four billion. This authority of NATO says that this organization wants after completion of its military mission at the end of current year; it continues its cooperation through three channels. First, through decisive we support training, giving consultation and cooperation with Afghan security forces. Second, renewal of commitment for stability of Afghan security forces till the end of 2017. And third, enforcement of consultation and practical cooperation with Afghanistan in the present framework between Afghanistan and NATO. In connection with counter-insurgency, Rasmussen says that NATO knows that the main challenges from among them the security challenge would remain in Afghanistan.
So, with ending of military mission of international forces or ISAF in September, the NATO wants to remain in Afghanistan. The NATO General Secretary said that stability in Afghanistan means stability and security of NATO. Because, the security forces of Afghanistan time and again showed that they are capable to perform their duty. According to him, the security forces of Afghanistan prevented from changing of insurgencies into an strategic threat and access to their goals. Rasmussen says that this is important from all that the security forces of Afghanistan showed to their people they can defend from their country and now, it is the responsibility of Afghan security forces to keep their country safe. But, he emphasized that in performing of this duty, they would not be alone and the NATO forces remain beside them. At the same time, a number of military witnesses believe that the NATO forces should focus their attention towards equipment of Afghan security forces with modern possibilities and their training for the years after withdrawal of international forces from Afghanistan, till them to defend from their country against foreign threats alone.
On the other, the NATO support from Afghan security forces especially during taking power by new government of Afghanistan would be very effective. A political expert and witness, Akram says that not for today, but the security forces of Afghanistan need modern military equipment and possibilities after withdrawal of international forces from this country. Because, within eleven years, the NATO and US forces didn’t prevent from al-Qaida and Taliban with modern possibilities and equipment, how it is possible after their exit from Afghanistan, the security forces of Afghanistan to stand against foreign threats alone with meager possibilities. So, it is dire need that before their withdrawal, the security forces of Afghanistan be prepared with modern military equipment including sophisticated air forces.
The people of Afghanistan are expecting from new government to implement the fresh commitments of NATO towards Afghanistan as suitably and completely, on the other, further commitments should be focused towards maintenance of security in Afghanistan. According to him, what is needed formation of Afghan security forces such as heavy weapons, military helicopters didn’t laid at the disposal of security forces of Afghanistan. If they want post 2014 Afghans to have strong military forces to fight against foreign terrorists, they should equip Afghan security forces with modern heavy weapons including air forces. At the same time a number of our countrymen believe that the process of delivering security responsibility to Afghan security forces in fact is the indicator of high capability of Afghan security forces and acceptance of security responsibility pave the way more for withdrawal of foreign troops from Afghanistan.
One of retired officer of Afghan security forces, Colonel Muhayyuddin in the connection said that acceptance of security responsibility by Afghan security forces increases more the trust of people to them. With implementation of transferring of security responsibility to Afghan security forces, believe and trust of people in those areas which this process implemented have been increased towards capability of Afghan security forces. This is in a time that every year, the NATO member-countries hold various meetings. In their fresh meeting, this organization discussed about presence of NATO forces post 2014 and support of this organization from Afghanistan after withdrawal of its forces from this country. This organization related its commitments with signing BSA with the USA.
