UNAMA is Concern Over Prisons Situation in Afghanistan

Kabul (BNA) The authorities of prisons department say, the problems are comprehensible but relevant organs not cooperate.
The political office of UN in Kabul says “still there are many problems in prisons of Afghanistan and should work hard for their solution.”
UNAMA releasing a report expressing concern over the situation of prisons in Afghanistan have asked the government of that country to provide at least medical services for the prisoners.
UNAMA warns if at least medical services not provided for the prisoners the situation would further deteriorated.
UNAMA believes the situation of prisons in Afghanistan is concerning. UNAM has assessed the situation of 31 prisons and detention houses for preparing the report where twenty five thousand prisoners both man and woman are living.
Mikal Hartman the head of Rule of Law Office in UNAMA has said that although Afghanistan has established a proper health system for prisons but now has the responsibility to provide equal medical services for prisoners male and female.
He says health situation is more concerning in female prisons, but ministry of finance has not taken any measures in that regard.
A practical draft for establishing medical centers has presented to Security Council by prisons department and the department in spite of having little facilities tries to fulfill all demands of the prisoners especially in medical aspect, says General Amirpoor.
He added, all patients suffering from common diseases treated with low possibilities within existing clinics of prisons and the patients whose treatment is not possible treated in other hospitals outside the prison.
He claimed that, the patients from 26 prisons treated in hospital run by public health ministry, from two prisons by Red Crescent and the rest by interior ministry run medical facilities.
He complained that unfortunately recently the ministry of public health is denying treating the patients and as it required not cooperates.
He added the ministry of interior plans to use a block as a permanent hospital to treat the patients suffering from serious diseases. Today, only police 300 bed hospital teats prisoners.
General Amirpoor the head of relation courts of department of prisons and detention houses affairs accepting the problems of the prisons of the country says treatment is the right of every prisoner nobody can take this right from them.
This right has ensured in regulation of prisons, but atmosphere of prison itself beside physical diseased Causes severe psychological diseases, therefore needs serious medical attention.
He also said the ministry of interior in close cooperation of prisons department has sent letters to presidency and Security Council for establishing medical centers for better treatment of prisoners suffering from diseases.
He said based on the commandments of president of the country a 5o bed hospital for treatment of prisoners should establish.
General says presently there are 37 prisons and detention houses across the country where 27000 prisoners and detainees living. Among the prisons, only 10 of them are according to standards. There are 700 women in female prisons.
It should note that most of the prisons in Afghanistan are not according to the standards except Herat prison, Kabul prison for women and partially Pul-I – Charkhy prison. The crowded situation in prisons is a problem should take seriously. 
Lack of capacity and substandard prisons in Afghanistan have caused serious problems. We have seen even mass escaping of prisoners from Kandahar, Sarpooza prison, Farah, Takhar and Sar- I – Pul prisons. If the authorities of prisons change the prisons in real cultural centers and provide necessary facilities including medical services for prisoners without doubt not only the state meets its commitments regarding human rights, also the prisoners after freedom will follow a life without any obsession and a psychiatric problem.
