Reforms Process To Continue On Local Police: MoI

Wednesday October 28, 2015

Kabul (BNA) While there are concerns with and a number of experts and people on establishment of local police, the MoI authorities said reforms process is going on in local police.
MoI senior deputy minister for security affairs Gen. Ayoub Salangi said we try to implement reforms process seriously in local police and this process is going on transparently. MoI is working on this process and its part of MoI basic works. We want to insert local police in our system. Salangi went on to say, whatever the president orders and orders given to ANSF on ensuring security are as law for us. We implement all their instructions on ensuring better security of citizens. At the same time, in the wake of many hue and cries on activities of local police in a number of volatile provinces, in his latest utterances, the president addressed the provincial governors and chief of provincial police departments and emphasized that local police commanders should be professional, skilled and experienced and local police forces should be arranged within the MoI framework. Emphasizing on bringing reforms in local police, a number of law makers said we support arranging of local police within the framework of MoI.
Law maker Saleh Mohammad said the MoI should have already focused on this issue, because over 50 percent insecurities in provinces have been created by local police. If essential reforms are exerted in this section, it could decrease 50 percent problems in volatile provinces. A number of military experts said strengthening of irresponsible armed men is not a basic solution to end insecurities in Afghanistan, but our security-intelligence bodies should be further supported. Atiqullah Amarkhyl a military expert said, improving of ANSF is the best option to end insecurities in Afghanistan because they are the main legal defenders of this territory. Amarkhyl believes that use of forces and power is one of the solutions and at the same time the peace talk doors should be opened because moving of irresponsible armament in rural areas and villages creates insecurity instead of security and causes security complexities. Touching the bitter past memories of militia groups, Amarkhyl said they are not loyal to any law but disturb and annoy the people and cause gap between people and government. Therefore our legal security forces should be improved and the buolget allocated for arming of irresponsible men, should be spent for ANA, ANP. These experts while considering war in Afghanistan as a complicated war and collision of interests of regional intelligence circles, emphasized. Everybody is seeking their own interests in this country and regional security services are behind current proxy war. They added, there are certain people beyond our system who collaborate with insurgents in rocket attacks and suicide operations. The NUG should make more investment on improving of four security secret bodies and the world community should also support ANSF.
