Council Of Ministers Discusses Usurpation Of Land In Refugee’s Townships

Kabul (BNA) President Hamid Karzai chaired the plenary session of the Council of Ministers held at Gul Khana Palace yesterday. 
Initially the tragic issue of desertion of Holly Kuran, the holy book of God, by the US soldiers and the apology of the US government were taken up. 
It was stressed that this action has caused protest marches in cities and different regions of the country and these marches had human and material losses. 
President Karzai noted at the session that while we are strongly condemning this anti-Islamic action ask our pious, brave and honest countrymen to preserve their vigilance, and patience do not allow that the enemies of peace and stability disrupt order in the country. 
He assured that his government is in contact with the US and wants trial of the perpetrators of this incident. 
The council of Ministers (CM) expressed its deepest sorrows over the martyrdom of those countrymen wounded during the demonstrations and shared the pains of Muslim nation and asked peace for the souls of the martyrs and patience for the bereaved families and immediate recovery for the wounded. 
The CM in order to address the grievances of the martyr’s families instructed the independent department of local organs to verify the relatives of the martyrs and prepare their meeting with the president of Afghanistan. 
President Karzai also hailed the latest statement of the Pakistani Prime Minister in relation to that country’s vast cooperation in the peace process and the talks between the government of Afghanistan with the Taliban and Hezbi Islami of Hekmatyar. 
Minister of Repatriates and Refugees informed the CM about the strategic support of volunteer return of refugees, resettlement and cooperation of the host countries that in reality is the region of strategy for solution of Afghan refugee’s problems inside and outside the country. 
The strategy anticipates honorable return and solving the problems of employment, permanent settlement, provision of services in education, health, shelter and work in the development project and this will be taken into discussions in May in Geneva conference with the participation of the regional countries and donor states. 
The CM confirmed the strategy and advised the ministry of repatriates and refugees discuss this strategy at the Geneva Conference and consider its realization with the help of related organs. 
Meanwhile, the issue of usurpation of land in the refugee’s townships in some provinces was presented to the CM by the minister of refugees and repatriates. 
He said that on the basis of resolution #17 dated 17/5/1390 of the CM, the assigned delegation took out around 600 jirib of land in the Mamozai township of Bagrami district and delivered to the ownership of this ministry which will be distributed to the refugees as per the program. 
The CM instructed the ministry that on the basis of phrase 5 of resolution #17 of the CM, the ministry of refugees and repatriates, interior, independent department of local organs and head of the government issues in justice ministry to assess the problem of land usurpation in Paktia, Laghman, Kapisa and Kunar and assure their accomplishment to the CM accordingly. 
The Minister of Finance based on the decision of session 47 dated 2/12/1389 of the CM presented the ministry’s accomplishments in relation to the mechanism of taking out of the foreign currency from the country which was adopted by the CM considering its economic impacts and its national interests by mentioning of the new recommendations of the cabinet ministers. 
The CM also confirmed the proposal of Da-Afghanistan Bank on transfer of over USD 20,000 to outside of the country through the legal banks of the country and advised the Central Bank to ensure implementation of the banking law in relation to transfer of foreign currency abroad. 
The governor of the Bank proposed formation of the high coordination and working committee for struggle against terrorism, financing and purification of money. 
The CM instructed Da-Afghanistan Bank and the Ministries of Finance and Justice to review the bank’s proposal in the light of the law for struggle against money purification and income from crimes and refer it to the CM economic committee. 
Meanwhile expropriation of 2220 sqm of land property of four persons located in Chaoke Yadgar of Mazari Sharif on the basis of Afs. 4,000 per sqm and a total of Afs 8,80,000 and the expropriation of 1865 sqm of land property of 12 persons located in Baba Yadgar of Mazari Sharif at total of Afs. 9,325,000 were referred to the CM meeting by local organs department. 
The CM adopted the proposal and instructed the local organs department to facilitate the money from the Balkh Municipality budget.
