President Ghani Chairs Land, Water Council’s Session

Kabul (BNA) Presided over by President Mohammad Ashraf Ghani, the session of high land and water council was held at presidential place Thursday.  In the session, various issues such as national police on management of flood, regulations on execution and registration of land license, expropriation of extending projects, regulation on registration of informal urban areas, draft on landowning information center, complaints, counter corruption and prevention from land-grabbing and procedure for having license to use water resources were discussed.
First, officials for ministry of water and energy delivered the session national policy of flood management, impacts and causes of increasing floods, current ways in reduction of floods codification of policy, Afghanistan river zones, participation of people and creating a center to aware the people of possible floods.
Kabul mayor Abdullah Habibzai said that it was needed that national disaster management directorate should be created in framework of municipalities so that municipalities would be ready to render services to affected people upon happening any natural incidents as earthquake, floods etc. 
Advisor to President Abas Basir asserted that in context of policy attention should be paid to issue of climates change and affected areas should be specified.
General Director of independent land authority Jawad Paikar considered role of key sectors as significant in this regard, adding that sharing visions by such organs could help in creating a comprehensive policy.
Afterwards, President Ghani said there were information gaps in Afghanistan river sections, asserting that detailed models should be made for the country’s rivers.
He further said that during his visit to Australia and discussion in this regard, the country was ready to cooperate with Afghanistan in making clear models of dams and rivers.’ “Climate change is one of key issues and management of the same,  water and land was three principle and fundamental elements which should be paid further attention”, President Ghani said, asserting that measures should be adopted for prevention of dangers of floods and short-medium and long-term plans should be considered for water management.
