Council Of Ministers Confirms Procedure For Foreign Trips

Kabul (BNA) President Hamid Karzai chaired the plenary session of the council of Ministers at the Gulkhana palace yesterday. 
Initially the CM considered the shocking suicide at the mosque of Maimna by the terrorists in which a great number of countrymen were martyred or wounded as against the Islamic belief and strongly condemned it and wished peace for the souls of martyrs and immediate recovery for the wounded on this incident.
The president paid a visit on October 28th of current year to Faryab province to express sympathy with the relatives of the martyrs and the wounded and assessment of the incident and instructed the in charges on assisting the victims which was confirmed by the CM.
Meanwhile ministers of interior, public health, first deputy minister and acting minister of national defense and director of national security department, senior deputy minister of interior ministry visited Faryab province from the October 28th and assessed the situation there and delivered the assistance of the presidential office to the relatives of martyrs and the wounded of the incident.
The CM instructed the interior ministry and national security department to verify the perpetrators of this incident and pursue them legally.  Meanwhile, the ministries of public health, labor and social affairs, martyrs and the disabled, education, administration affairs and secretariat of the CM and the Faryab governor were instructed to address the treatment of the wounded and necessary aid to the victims of this incident.
They are also assigned to study the security problems, asphalting of 30 km road inside Maimana, acceleration of work on Mlaimana-Badghis, expansion of agriculture, meeting the shortages of water by building of reservoir dams of Garziwan, Qaisar and Almar.
The CM also assigned the interior ministry to adopt proper security measures for ensuring the security of seismic of gas in south-west especially in Gulran district and Rubat Sangi and report in this respect to the presidential office.
The CM was informed by Sadeq Mudaber chairman of the administration affairs and secretariat of the CM on the resolution of high economic council.
He said that the CM confirmed the formation of the high economic council led by president Karzai with the composition of vice-presidents, finance, economy, commerce and industries, energy and water, agriculture and irrigation ministers, national security advisor, senior economic advisor, governor of the Afghanistan Bank, three lecturers from the economy faculties of country’s universities, two representatives of the chambers of commerce and industries. 
He added that the justice ministry and administration affairs department was assigned to prepare the procedure for the council and refer it to the CM.
He also informed the CM in respect to realization of the contents of decree no 45 of the president saying that during last week, ministers of counter-narcotics, information and culture, agriculture, and irrigation, higher education, public health, economy, energy and water, communications and mines visited Bamyan, Wardak, Kandahar, Ghur, Kunar, Nangarhar, Urozgan, Balkh, Jawzjan and Saripul.  He assured that the remaining work on the decree will be completed.
The minister of justice presented the procedure or a foreign trip which was confirmed by the CM.  The CM assigned the administration affairs of the CM to facilitate the presence of the authorized representatives of the Afghan embassies abroad in meeting of the higher government authorities with foreign authorities inside and outside the country and that foreign ministry should strengthen the board of translators so that they accompany the government authorities in their trips abroad.
The chairman of the administration reforms and civil services informed the CM on the structure for holding of tests of civil services.
The CM after discussing this issue adopted it and assigned the government departments to propose selection of cadres in the empty posts in 20 days and refer it to the commission.
Meanwhile the deputy minister of energy and water informed the CM on the start of work on the electricity network in Kabul city and other big cities.  The CM assigned the ministry of water and energy to prepare the detailed plan of the network for electrification in Kabul and other large cities considering the balance in distribution of power and verifying of power sources and refer to the CM.
The deputy minister of finance presented the addendum of the ordinary budget of current year and balance of the development budget and stressed that Afs 20.7 million has allocated to the ordinary budget of ministry of information and culture or repairing of technical equipment and salaries of the employees and TV of Sadai Ashna and with this increment the budget reached to Afs 24.3 billion.  He showed the balance of the development budget of current years of Afs 96.3 billion and the total budget of current fiscal year indicates Afs. 254.353 billion which was confirmed by the CM.  Two international conventions were presented to the CM by foreign minister which were confirmed by the CM accordingly.
