The President’s Decree Makes Anti-corruption Campaign Priority

Kabul (BNA) Hamid Karzai the President of Islamic Republic of Afghanistan issuing a decree, officially announced anti-corruption campaign program and put one of Afghanistan commitments before international community in practice. 
BNA political analyst writes: 
Hamid Karzai the president of the Islamic Republic of Afghanistan, recently issuing a decree to the state organs called them for a serious and extensive campaign against administrative corruption. 
What is important in this decree is the duties and obligations of each state department have been specified and implementation date has been determined. 
According to the decree, which has 33 sections and 164 articles, the state departments have been assigned to carry out specific duties in anti-corruption campaign to eradicate this evil phenomenon forever. 
This decree is issuing in a time, while internationally Afghanistan is blamed for wide spread corruption in the country and international commitments for Afghanistan which is a must for the country is restricted seriously to anti-corruption campaign. 
While international community depend its aids to specific commitments by Afghan government on fight against corruption, Afghan government not only considers anti-corruption campaign as its commitment before the international community but also as a national need fights against different types of corruptions which severely damaged the economic and social systems and badly affected the stability of the country. 
Hamid Karzai in a specific session of the three organs of the state, held on 21st of June in Kabul, clearly announced that he would adopt more serious measures for ensuring rule of law, administrative reforms and economic self-sufficiency and stability of the country and the recent presidential decree is a step toward the implementation of the above goals. 
This decree assigns all state departments to launch organized and coordinated operation for good governance, anti-corruption campaign, and rule of law, economic self sufficiency and in ensuring widespread security across the country. 
It has been said in the introduction of the decree, (In spite of great achievements in various aspects, unfortunately, we are still facing serious problems, regarding to ensuring good governance, in anti-corruption campaign, enforcing law and reaching economic self-sufficiency. 
Therefore the decree has been issued for removing the existing problems and to bring necessary reform in all three organs of the state).
Now, the question is raised, how much the state departments would be capable of implementing relevant items of the decree. Without doubt implementation of the decree would not be free of problems and challenges but the main point is that for ensuring national interests, the decree should be implemented because the dignity and the pride of  Afghanistan is seriously linked to fight against corruption. 
The people expect the state organs to deal corruption seriously, because, during decades of war, it is developed in to an endemic and already changed in an evil culture of our society. 
The experts believe, if the decree of the president as it expected, to be implemented, there would be a revolution on establishment of healthy administration, accountability and capability of the state departments. 
Issuing such a decree is a commencement of a great work for ensuring public interests, which results the prosperity of the country. 
The decree is supported by Afghan people who have sustained grave difficulties because of the evil phenomenon of corruptions, and hope the decree to be implemented exactly in the light of the president’s own commitments and remain no on paper.
