Kabul (BNA) Acting Minister of Information and Culture Hasina Safi in message issued the other day on the occasion of marking the Constitution Week said implementation and observing the country’s construction can pave the way for consolidation of legality and rule of law and lead their life towards legality.
According to the message, most of contents of the country’s constitution belong to all government institutions to implement, but contents belonging to the ministry of information and culture are the 9th, 16th and 34th article as well as third clause of 50th articles and a part of the constitution’s 54th articles.
According to 9th article of the constitution, Mines and other subterranean resources as well as historical relics shall be the property of the state. Protection, management and proper utilization of public properties as well as natural resources shall be regulated by law.
Regarding steps taken by the ministry of information and culture, in her message, acting minister of information and culture said that fruitful works have been done for the preservation of historic monuments and their extraction, adding that new law on cultural heritages have been codified for preservation of cultural heritages and by enforcing the law unprecedented development would be made in this regard. According to 16th article of constitution, From amongst Pashto, Dari, Uzbeki, Turkmani, Baluchi, Pachaie, Nuristani, Pamiri and other current languages in the country, Pashto and Dari shall be the official languages of the state. In areas where the majority of the people speak in any one of Uzbeki, Turkmani, Pachaie, Nuristani, Baluchi or Pamiri languages, any of the aforementioned language, in addition to Pashto and Dari, shall be the third official languages, the usage of which shall be regulated by law. The state shall design and apply effective programs to foster and develop all languages of Afghanistan. Usage of all current languages in the country shall be free in press publications and mass media. Academic and national administrative terminology and usage in the country shall be preserved. Acting minister of information and culture by pointing to steps taken by the MoIC in connection with 16th article of the country’s constitution said there were Pashto and Dari newspapers published daily in the country, besides, there were magazines in Uzbeki, Turkmeni, Balochi, Pashayee, Nooristani, Pamiri and Gojari languages published in the country.
The message added that a draft law for expansion and implementation of language has been prepared and sent to the ministry of justice.
Acting minister of information and culture in her message said that the MoIC was working to strengthen expression of speech as the new draft law on mass media as well as joint committee of government and media was also under processing and the ministry of information and culture was playing a key role in this regard.
At the end of her message, acting minister of information and culture congratulated the Constitution Week to all.
