Reforms, Civil Services Should Be Technical, Apolitical, President Ghani

Kabul (BNA) President of the Islamic Republic of Afghanistan, Mohammad Ashraf Ghani said the other day that the process of reforms and civil services committee should go ahead technical, not politically, his office reported.
Chaired by Mohammad Ashraf Ghani, a meeting of the reforms and civil services committee members provided details about its functions and said in capacity building wide number of the youths had been covered by the committee and in gender filed, a great number of women from the capital and provinces of the country had been helped enjoy training, the statement added. They enumerated several problems, particularly the budget one, the committee had faced so far asking the government for doing more in this respect, according to the statement. The members complained about what they said failure of some government organs to overhaul the pay scale system under the process of reforms system, causing many problems, mostly functional interferences, the statement adding some 94 administrative issues had so far been implemented across the government entities. After hearing the report and the details provided by the commission, the President said all the government organs including the ministries should work, under a system with separate functions and specific functions in order to prevent functional interferences and the issue should be considered in the reforms law, according to the statement. He said a clear feature from the government administrations should be presented, under which the government’s policy could be made, and most importantly the process of salaries should be made clear and classified.  The process in the reforms committee should be based on technical method and apolitical, the president said as quoted by the statement. The people are willing to have the government entities reformed and their vision and justice about the government reforms were too important and ‘We all should know that how much had been done in the past years’ said the president who emphasized on the human capacity in Afghanistan and the way should be paved to use them.
