Council of Ministers Discusses Draft Law On Elections

Kabul (BNA) President Hamid Karzai chaired the plenary session of the council of ministers at the presidential place. 
Initially, convey sympathy on the advent of the Ashura to the pious nation of Afghanistan and the mourners. 
The ministries of interior, defense, national directorate for Security (NDS) and the assigned commission were instructed to adopt special security measures for better marking of Ashura and appraise the presidential office of their accomplishments on daily basis.
Minister of foreign affairs presented a report on the visit of president Karzai to Indonesia and India. 
The president and the high ranking delegation of Afghanistan on 18th Aqrab left Kabul for participation at the fifth democracy summit in Bali of Indonesia.
The president addressed the summit and expressed satisfaction over the hospitality of the Indonesian authorities.
In his address the president considered the recent successes of democracy as positive in the country. He said that democracy can succeed when it has it compatibility with the traditional values of the country, adding that we are for a democratic order to move ahead together. 
President Karzai in his separate meetings with the president of Indonesia discussed bilateral political, economic and cultural and trade cooperation and the Afghan authorities signed agreements in presence of both countries presidential.
President Karzai went to India on an official visit on 19th of Aqrab and had meetings with the Indian leaders discussing the situation in the region, prerace process, struggle against terrorism and cooperation between the two nations.
During the visit of the president four agreements were also signed by the Afghan high authorities in mines, education and youth training, expansion projects and fertilizer by the related authorities.
The president also attended the remembering ceremony of Abul Kalam Azad a leader of the Indian Independence Movement and addressed that ceremony.
The minister of Justice presented the draft law on elections and said that this draft law has been prepared based on provision of article 33.61,83,84,138 and 156 of the constitution of Afghanistan and the decree no 45 dated 5/5/1391 of the president of Afghanistan in 13 chapters and 72 articles and it aims at regulating free, general, nationwide direct, just, transparent elections along with specifying of voting zones, regulating of conditions for voters, methods of elections and its holding, specifying affairs pertaining to violations, fraud, criticism and complains from the election process.
The minister also presented the views of the workshop held from related organs, civil society and other law-making organs in respect to the articles of this draft law.
After discussing the draft law, considering the proposals and corrective views, the CM assigned the ministry of justice to review the raft law, correct and remove its shortcomings and refer to the CM session that will be specifically held for discussing this law.
Governor of the Afghanistan Bank presented the proposal for finalizing the issues pertaining to the Kabul Bank in respect to movable and immovable properties.
The CM assigned the ministries of finance, commerce and industries, economy, organ development, transport and civil aviation, justice, governor of the Afghanistan Bank, chambers of commerce and industries led by senior economic advisor of the presidential office to fix the prices of the Kabul properties inside the country in consultation with the related organs, prepare the mechanism for its sales and in one month refer to the CM session.
The environmental problems of the Badakhshan were presented to the CM by the governor and chairman of the provincial council of the province. 
The CM confirmed upgrading of the higher education institution to the level of university, and instructed the ministries of interior, public works public health, energy and water, education and commerce and industries to study of their work areas within the financial possibilities and resolve them with the governor and the chairman of the provincial council and all the problems should be incorporated in the future plans and also advised all the government organs that in their foreign trips that is financed through the government budget they should align their trips through the government and private airlines.
At the end three international conventions presented by foreign minister were confirmed by the CM accordingly.
