“Improving Existing Situation Sans Administrative Reform Impossible”: Khalili

Kabul (BNA) Some elders and influential of Herat province met with Mohammad Karim Khalili second vice-president yesterday.
Presidential press office said BNA, at this meeting according to the elders who represent the residents of different areas of Herat province, shared their environmental problems with Khalili and asked for government attention towards addressing their problems.
They noted that insecurity is the basic problem of the people in different regions of Herat province and added that spread of insecurity, armed thefts, murder and abduction of traders and investors, is leading to the drain of capital and joblessness in the province.
They expressed satisfaction over the performances of the judicial organs of Herat and added that 120 perpetrators of murder, abductions and robbery have been sentenced to capital punishment, however, this sentence has not been implemented on the accused people and this has encouraged the criminals to continue their criminal practices.
According to the elders, freeing of criminals has raised serious concern among the residents of the province. They said that the people cooperate with the security forces with respect to ensuring of security, and the arrest of the perpetrators of murders, abductions, robberies and insecurity, but this problem still impacts the Herati residents.
They noted that non-observance of balanced development, weak presence of different segments of the society at the government departments, inaccessibility of the people to electricity energy in some regions and shortage of potable water are another problems they shared with Khalili.
They said that threatening of the people by the armed opposition in some areas in the surrounding of the Herat city, expansion of the addiction and usage of narcotics, rise in prices of primary food items in Herat markets and inattention of the local authorities including the repatriate and refugees department who have returned to Herat city are other problems of the province.
Khalili welcomed the elders and expressed pleasure over meeting them and for sharing their environmental problems and he emphasized on addressing their demands.
He attributed existence of administrative corruption the main factor for non-addressing of the problems and resident’s demands adding that improving of the present situation cannot be possible without administrative reforms.
He called unity and coordination of the people of Afghanistan towards realization of the citizens’ demands that are important and stressed that he will instruct related organs for meeting the demands of the people of Herat.
