Council Of Ministers Condemns NATO’s Bombardment On Laghman

Kabul (BNA) President Karzai chaired the plenary meeting of the council of ministers (CM) at the presidential palace.
Initially the meeting strongly condemned the bombardment of NATO forces of Pashaye area of Alingar district as a result of which civilians including women and children were martyred and wounded and called it intolerable.
The CM severely condemns such irresponsible and uncoordinated acts of the NATO forces in which civilians who were collecting woods and their fuel needs on the mountain slopes and they were clearly seen that they were civilians, and stresses that this is in contradiction with the NATO and Afghan government agreements and it is not justified any way.
The CM has assigned a delegation to assess the incident and report on their investigation to the meeting of national security council.
President Karzai also expressed appreciation over the votes of confidence of the House of people to the proposed candidate ministers of defense and interior affairs and head of the National Security Department and drew their attention towards their delicate responsibilities in respect to training of security forces, equipping of armed forces and instructed them to prioritize ensuring of security in Logar and Maidan-Wardak provinces.
Sadeq Mudabar general director of administration affairs informed the meeting about the realization of president’s decree 45 dated 5/51391 and said that the process for implementation of the decree is going on by the related organs and called the process as satisfactory. 
He said that the implementation process will be completed within another one week.
The CM instructed the minister of public works so that to finalize rehabilitatioin project of highway and Salang tunnel with the ISAF forces in a week and report to the CM in this respect.
The ministry of public works was advised to finally the contract on construction of Doshi-Puli Khumri with the procurement committee and start work on the project.
The national security advisor in accordance with the decisions of the CM dated 13/6/1391 in respect to preparing of the list of voters and distribution of electronic identity cards.
The CM confirmed distribution of electronic identity cards and instructed the ministries of interior affairs, communications and information technology, administration affairs and secretariat of the CM as well as the local organs department and the central statistics department to prepare the comprehensive technical and administrative distribution mechanism for this purpose.
The CM also instructed the Independent elections Commission to review the voting documents once again and prepare the revised list and adopt necessary measures for holding of elections.
The determination of the list of 26 items materials of the national army units was presented to the CM by first deputy defense minister and the CM advised the ministry to advertise the list once again and the procurement committees led by finance minister supervise the bidding process of the contracts and finalize it.
Based on the previous decisions of the CM and decree no 45 dated 5/5/1391 of the president of Afghanistan the implementing draft for accountability frame work of the Tokyo conference was presented by finance minister. 
The draft contains two sections, first commitments of the Islamic Republic of Afghanistan and the second commitments of the international community. 
The Afghan undertaking include promotion of democracy and just elections, good governance, rule of law and human rights, facilitating of financial coordination and commercial banking, government income, implementation of budget and local governance and sustainable growth.
The CM assessing the details of the draft confirmed it and instructed the related organs for its realization.
The rights of the privileged retirement (exceptional retirement) were presented by finance minister and the head of the commission for administrative reforms and civil services. 
The CM advised the finance ministry and the  commission for administrative reforms and civil services and the administration affairs department so that by reiterating on the employees retirement rights, increase in payment of the privileged retirement, specifying of the ministries, and technical departments requiring replacement of human capacities with new knowledge and information technology skills, review this draft in the center and provinces and after confirmation of the CM execute it with the related organs.
