US, Others Assertions About Hypothetical Durand Line Ineffective, CM

Kabul (BNA) Chaired by President Hamid Karzai the plenary session of the council of ministers was held yesterday at the presidential palace.
The meeting critically discussed the recent assertions of the US authorities in respect to Durand Line and added that the assertions of the US authorities and other countries on hypothetical Durand Line, shall not impact the sustainable position of the government of Afghanistan, so the position of the Islamic Republic of Afghanistan which has been published by the Ministry of Foreign Affairs is confirmed.
Sadeq Mudaber head of the administrative affairs and secretariat of the council of ministers in respect to the president’s decree 45 said that during the past week ministers of interior, commerce and industries, head of the local organs department and head of the administrative and civil services commission had visited the Faryab, Baghlan, Takhar, Badkhshan and Kunduz provinces and ten deputy ministers had visited ten province.
He added that of the 26 tasks of first month, 25 is achieved, of the 30 tasks of second all has been achieved, in the third month of 43 tasks 16 were realized and in the fourth month up to the 12th of 59 tasks much of its achieved and the realization status is satisfactory indeed.
He also presented the proposal of the assigned commission on dissolving of the government branches abroad and the CM confirmed the proposal in principle and once again instructed the assigned commission to further study the rationality of the existence of the branches and report back to the CM accordingly.
The CM also instructed the ministry of national defense that in consultation with the ministry of higher education study the problem of transport of lecturers of the University for obtaining university entrance exams in the provinces.
The Minister of Finance informed the CM about the national budget of 1392 comprising of Afs. 366.2 billion equivalent to USD7 billion, the ordinary budget of Afs. 196 billion equal to USD3.7 billion and the development budget to Afs 170 billion equal to USD3.2 billion.  He said that the deficit of the budget will reach after meeting of the loan to Afs. 12.6 billion, equal to USD243, 000 that has been confirmed by the CM accordingly.
The Minister of Finance also proposed the waiving of two Indian companies from the taxes which build the power sub-stations of Charikar and Doishit with the assistance of Indian government that was adopted.
The professional deputy and acting minister of justice presented the draft of the proposal in respect to regulating the salaries and expenses of the president of the Islamic Republic of Afghanistan and regulating the salaries of the government authorities and the CM adopted the draft regulations and advised the justice ministry to further rectify the draft and send it for adoption to the National Assembly.
The minister of agriculture and irrigation presented the proposal for delivery of around 129 jirib of land of the demonstrative farm of Darul Aman to the ministry of foreign affairs for construction of buildings for diplomatic foundations.
The proposal was not confirmed by the CM and the ministry of agriculture and irrigation was instructed to rehabilitate the area in the form of demonstration farm and the foreign ministry, agriculture and irrigation and Kabul Municipality were assigned to find some other proper place for foreign embassies in Kabul in according with the previous plan and presented their joint proposal to the CM for assessment.
At the end of the session the governor of Farah raised the regional problems of the province in terms of asphalting the remaining parts of the road Mill 78, the solar energy production project, the problem of traffic documents of right steeping vehicles, building of bridges, canals, dams, asphalting of roads inside its center, building of hospitals for the addicts and security strains.
The CM assigned the ministry of public works to contact the contractor of Mill 78 road through the Islamic Republic of Iran and the ministry of finance should resolve the problem of this road along with power transmission for Farah province through the Iranian side and rapport on its result to the presidential office.
In respect to other projects the line ministries were assigned that with consultation of governor of Farah, the proposed projects is included into the plan of 1392 and if not possible they can be inserted into the plan of 1393.
