KABUL (BNA) Under the direction of the leadership of the National Unity Government and as per the Constitution, national legislations, decrees, cabinet resolutions, policies, procedures and hundred days’ plans, the local administration of Laghman Province had significant achievements in every sector during the year 1394. There had been improvements in security, governance, development as well as overall service delivery to the people of Laghman both in the provincial capital and districts. In result, the trust level of the local population on their government has increased and they continue to cooperate with the local administration. The achievements of the year were shared in a grand ceremony with the people on whom they reflected positively. The achievements are as follows:
1. At the provincial level 21 administrative meetings were held.
2. At the provincial level 12 Provincial Development Committee meetings were held.
3. Overall 12 meetings were held with the Provincial Council.
4. In total 149 gatherings were held with local elders and religious scholars at the provincial, district and local level.
5. In total 45 gatherings were held with civil society organizations, youth, various community councils of the city and Jahadi leaders.
6. In total 8343 request on several issues were addressed and effectively responded.
7. 10 Decrees, 6 Orders and 23 Cabinet Resolutions were implemented in the province.
8. In total 1800 families benefited from electricity scheme in Qarqayee District.
9. Dated 14/8/1949 the Governor attended a Cabinet Meeting and Meeting of the National Security Council on 15/8/1994 where the Governor shared the pressing needs and suggestions for improving security, good governance and sustainable development.
10. On 20/1394 His Excellency President Ashraf Ghani visited Jalalabad City where he met with provincial officials, elders, religious scholars, youth and representatives, members of civil society and influential leaders of Laghman Province. They collectively submitted and shared their suggestions with the President and the President immediately approved building of the Shahi Canal (Royal Canal) which is a consequential development project in the province.
11. After continuous efforts in Dawlat Shah District 60 local police were added to the Tashkeel and recruited who are now on duty for improving security.
12. The total revenue collects reached to (108, 799, 890) one hundred and eight million, seven hundred ninety nine thousand and eight hundred ninety Afghanis. There is an increase of 85 million Afghanis compared to the last year which is 30% increase. This is in result of more concrete control, observation, coordination and the establishment of a commission for revenues in the province and collection of lending.
13. Intensive ongoing work on providing electricity to the provincial capital Mehtarlam and in different parts of Qarghayee district of which (9000) families will benefit.
14. Recruitment through a transparent process of 413 individuals at various levels at the provincial education department of which 60 were females showing a 14% increase of women working for the education department.
15. During the last year, 17 public projects worth 219,8 million Afghanis has been completed, work on 28 projects is going on which is worth 708,8 million Afghanis and work on those projects has been restarted that were left incomplete in the previous provincial administration. A good example is the provincial 100 bed hospital.
16. For the continuation of the National Solidarity Program a total of 152 million Afghanis budget has been approved for the reparation and completion of some projects which will provide employment opportunities to 18000 unemployed.
17. In total in the past 11 months 2734 youth are enrolled for serving in the Afghan security institutions while in the previous year it was 2174 people. This year show a 21% increase in 11 months.
18. In total 2750 Jeribs of land has been taken back from land grabbers and a list of the grabbers has been prepared for further legal actions.
19. In 72 Jeribs of land cultivated poppy has been eradicated and public awareness campaigns are being intensively organized.
20. In Laghman province land for housing has been provided to 1450 teachers and the land grabbers has been pushed away.
21. Under the direction of His Excellency President Ashraf Ghani, the Kankor exam has been taken transparently with the participation of 1885 students with only 54 females.
The process and the exam management was welcomed by the people.
22. A key priority of the provincial administration is to resolve tribal disputes. In the past year four longstanding tribal disputes has been effectively resolved which were threating tribal and national unity of the people. The provincial authorities continue to proactively avoid tribal disputes among the tribes.
23. Those land slots that were distributed to the people in the past, there were serious complaints about its transparency, the Governor has ordered reconsideration of those land slots and in total 1168 slots are still open. After legal process completion necessary steps will be undertaken. Additionally, the provincial administration has ordered the implementation of a new plan for cleaning and greening the city along with collection of rents.
24. The local administration has proactively sought investments in the province and continues to work on specific programs for attracting investments and business to the province.
25. For improving service delivery, accountability and good governance, effective supervision policies have been introduced such is the timely attendance of the local employees and there is 98% increase in the staff attendance.
26. Polio vaccination of (136029) one hundred thirty six thousand and twenty nine) kids.
27. In the current year in total 20705 new kids has been enrolled in elementary schools.
28. This year dated 5/12/1394 a Lincoln Center has been opened and every year 3600 boys and girls will study English, computer and internet at the center.
29. In 1394, 14 high level officials and 8 members of the cabinet visited Laghman province. They observed the progress of local governance and met with people and heard their voices and expressed their support behind the governor efforts.
30. For drawing more support for the national security forces, government key initiatives and polices as well as the for the TAPI project, large gatherings with local elders has been organized in Jalalabad City in the presence of His Excellency president Ashraf Ghani.
31. With the efforts of the Governor, the Ministry of Finance approved 1,396,480,274 Afghanis budget has been approved which will be implemented in development sector next year.
The above are only the notable achievements during the year 1394.
Laghman local administration has done more useful and effective activities in all sectors. We hope that the next year (1395) will be year of reconstruction and development for the people of Laghman.
