Kabul (BNA) During the concluding ceremony of ‘District Chiefs National Conference’ President Mohammad Ashraf Ghani heard their working group report, BNA reported.
The ceremony which was held in Chahar Chenar Palace, at the outset, head of Independent Directorate of Local Governance (IDLG), Abdul Matin Beig briefed about the done works by the mentioned conference. Appreciating President’s attention in strengthening local governance, he said the conference prepared the ground for national debate, mobilization and solidarity within which, issues such as security, economy and reforms were discussed. Likewise, representing others, four district chiefs of Bamyan, Helmand, Faryab and Baghlan provinces stated their suggestions on establishing administrative complexes, greenhouses, establishing judicial units, small dams, roads, power energy, facilities for sports, people and government partnership and may other issues.
Thanking for presenting district governors’ views and analyzes in 114 pages, the President called it constructive and lauded head of Independent Directorate of Local Governance and his partner team for preparing the ground for the debate. The President added next year, a special budget would be allocated for establishing districts’ administrative complexes and those district governors who can present a best proposal, competitive budget would be allocated to them. The President stressed that a delivering awareness system is needed to be established in districts level, through which the people can get informed on natural incidents. Furthermore, to improve domestic products and for economic growth, the President asked district governors to manage agricultural products buying system with cities. He added Afghanistan’s biggest agricultural products exhibition is expected to be inaugurated in Saudi Arabia by the next two months.
Lauding those district governors who have risen their voice on fighting against irresponsible armed individuals, the President said presence of such people was unacceptable and they would be legally treated. The President said peace would not ensure without people partnership in district level, instructing the Independent Directorate of Local Governance to arrange the list of those people who are effective on ensuring peace. The President also instructed the Independent Directorate of Local Governance to arrange a joint meeting with sectorial ministries so they can define their districts’ situation face-to-face in order urgent steps are taken to address the requirements. The President asked IDLG to adopt necessary measures for holding district governors national conference until the next three months. He also stressed that no one is allowed to interfere election affairs.
