Kabul (BNA) UNAMA in its recent report talking about the increasing number of casualties among civilians considers the armed insurgents the main factor behind the killings.
BNA commentator deeply analyzing the issue writes in that regard:  UNAMA in its recent report clearly indicates that the number of casualties among civilians during the last six months of the current year shows 24 % increase in casualties than the same period of the previous year. UNAMA considers the main factor behind the increase number of casualties especially among civilian is ground fighting, suicide attacks and roadside bombs explosions and claims that the rebels are responsible for 74 % of violence and casualties among civilians in Afghanistan.
If we look at the depth of terror incidents, it becomes clear that the civilians are the main victims of the incidents. The Taliban knowing this open fact continue the heinous act of suicide without thinking about the consequences of their evil acts, which are against all Islamic principles.  Taliban in their recent barbaric suicide attack targeted a clinic in Bagram district Parwan province that claimed the lives of 11 people mostly children. The rapacious insurgents using a new tactic and strategy in recent days are using roadside bombs to achieve their evil goals and please their masters on the other side of Durand Line. It is a clear fact that the victims of such terroristic incidents are civilian the passengers go through the highways and streets.
The insurgents based on their evil goals attack on people who work for government and non- governmental organizations and repeatedly attack engineers who work for constructional projects, agricultural experts, and local officials  blaming them with cooperation with the government. The insurgents also use the local residents as a human shield that also causes casualties and destructions mostly to the residents of the area.
The most evident example of such inhumane incidents is the recent events in Helmand province. Taliban in fighting in Sangeen district not only used the local people as a shield but while fleeing the site planted mines in the area, which mostly claims the lives of residents of the districts.
What we mentioned above are the small examples of thousands unacceptable of crimes committed by Taliban this barbaric group. On the other hand, the Afghan security forces to protect the safety of the citizens and preventing casualties among civilians have the responsibility of carrying night operations from foreign forces and the international forces have banned from conducting air attacks.  In order to protect the life of the citizens during combat operations has included respecting human rights in curriculum of schools and military training centers.
Likewise, the Islamic Republic of Afghanistan to prevent human casualties and massive destructions is committed to Ottawa convention which bans the production, import and buying and selling all explosive materials and is seriously committed to it.
The state security forces even in situation where the threats of insurgents attack have been very high have never used mines and explosive materials in order to avoid harming the civilians.
These facts and evidences indicate that the Afghan government is committed to protect the life of people, respecting human rights and the people’s assets. This commitment is so serious that even the construction and developmental projects have postponed in rural areas. Therefore, blaming the government forces for 8% of casualties among civilians is not justifiable.
According to political experts, the UN as a credible international source can decrease the number of casualties among civilians by exerting force on circles that fund, train, arm the insurgents and sent them to carry out destructive activities in Afghanistan. It was really the reflection of facts, if there were such evidence in UN recent report.  Minawee
