CM Confirms Principally Reactivation of Herat Textile Mill

Kabul (BNA) The meeting of Council of Ministers with President Hamid Karzai on the chair held meeting yesterday.
In the beginning the vice president Mohammad Karim Khalili who is also the head of economic committee briefed the meeting about the decisions of the committee, which followed by the minister for economy wherein the viewpoint of the concerned commission with regard to the revival of Herat Textile Mill was presented to the meeting.
The Council of Ministers endorsed the proposal and had tasked the ministers for commerce and industries, finance, economy and justice to examine the proposal for the revival of the plant with keeping in mind the viewpoint of the finance ministry and present the report to the presidential palace. 
In the meeting the minister for economy presented the viewpoint of the concerned commission about the solution of the problems of national aviation companies which was rejected.
As per agenda, the deputy to ministry for higher education presented his report about the results of 1392-1393 university entry tests to the meeting. The entry tests for the 12th grade graduation of 1392 of 24 provinces in 38 zones was held in 10th Qaus and ended on 21st Hoot. Out of 252068 participants in the tests, 228921 including 151640 boys and 77281 girls attended the entry tests 54462 or 23.8 % have found their way in higher education centers, 54330 or 23.7 % others in semi-higher education centers.
Moreover, 476 others free of charges and 29337 more with discount fees have been introduced to the private higher educational centers. In 1392 university entry test, Ms. Shahra of Balkh province with obtaining 352 marks secured the first position and those students received less than 176 marks are the failed one. The minister for defense in the meeting discussed the exemption of the quality of fuel of ISAF at the country’s borders and said in accordance with the decision of council of ministers on 5/12/1392 the ministry for commerce and industries and national directorate for standard receive tax from the fuel of the traders.
The ministers’ council has tasked the ministries for defense, interior and commerce and industries that in consultation with ISAF officials on the quality and quantity of their need for fuel and report back to the presidential palace.
However, the ministers council decided that the directorate for national standard in return for offering services in checking the quality of fuel at the border ports to take fee; while the ministry for commerce and industries has no right to take fee for checking the quality of fuel items. The minister for foreign affairs at the end of the meeting presented report on two international agreements which were endorsed. The agreements are as follows:
1- Memorandum of Understanding between the Ministry for Higher Education of the Islamic Republic of Afghanistan and Mine University of India.
2- Memorandum of Understanding between the Kabul University and Xian Normal University of the People Republic of China.
