‘We Should Seriously Stand Against Illegal Appointments’, Masoud

Kabul (BNA) A session of administrative reforms and civil services’ committee was held yesterday under the chairmanship of Ahmad Zia Masoud, special envoy to president on reforms and good governance.
In the session attended by commissioners of independent commission for administrative reforms and civil services, acting chairman committee for counter corruption, members of administrative for assessment and overseeing and officials of electronic governance for ministry of telecommunication, the committee discussed on modality of violations in appointments and report related to continuation of simplification of electronic governance. Special envoy to president asked commissioners of independent commission for administrative reforms and civil services for delivering report in connection with illegally appointments in government offices. The special envoy to president also asked the commissioners to seriously share pressures and violations created by officials of government institutions so that a decision could be adopted in this regard and the violators could be faced with legal actions.
Pointing to illegal appointments in government offices, commissioners of independent commission for administrative reforms and civil services asserted that the process of appointment was facing with problems due to pressures put by a number of the government officials in connection of modality of appointment civil services employees. They asked special envoy to president to change the issue of appointment civil services employees to a national program so that intruders would be not allowed to interfere in the process. Acting chairman of committee for counter corruption complained of new ministers in connection with violations in appointment of civil services employees, adding that a large number of directors were appointed followed by suggestion of new ministers and warning that such illegally appointments would increase corruption in ministries and government offices. After hearing reports delivered by members of the committee to the session, special envoy to president asserted, “You should seriously stand against illegal appointments and those who want to infiltrate in appointment process should be overseen and legal decision should be adopted against them.” Special envoy to president while considering current challenges in the civil services commission as serious said individuals interfering in the process of tests and appointment should be introduced to the people through media. Members of the session suggested that for identification of violators it was needed that independent commission for administrative reforms and civil services should be identified as an impartial organ.
