President Karzai’s Order On Pardoning And Mitigating The Term Of Prisoners

Kabul (BNA) In line with the clause 18 of the article 64 of the constitution on the occasion of the 20th victory anniversary of the Jihad of Afghanistan people ordered the pardoning and mitigating the prisoners term. 
Pardoning and mitigation include those prisoners who include two articles and six items. 
The aged and ill prisoners are pardoned. For implementation of the order, a commission composed of the representatives of all the concerned organs is constituted to implement the order. 
Following convicts do not include the order:
1- Murderers except in case the murdered family withdraw petition.
2- Those convicted in activities against internal and external security of the country.
3- Those convicted for terrorist activities.
4- Those convicted for drug trafficking if court did not convict him for more than 10 years imprison term.
5- Those convicted for theft with violence.
6- Those convicted for robbery.
7- Those convicted for article 15, 16, 17, 18, 19, 20, 37, 38, and 41 of armed forces law.
8- Those convicted for corruption.
9- Those convicted for violence against women.
10- Repeated criminals.
11- Those convicted for kidnapping.
The order is effective from 8th Saur 1391.
